The Academic Staff Union of Universities, Kano Zone, has threatened industrial action against the governments of Kano, Kaduna and Jigawa states over their continued failure to implement the 2025 Federal Government ASUU Agreement in their respective state owned universities.
The Zonal Coordinator, Abdulrazaq Ibrahim. issued the warning on Wednesday at a press conference held at Bayero University, Kano, noting that while the Federal Government had begun implementing key aspects of the agreement in most federal universities, none of the state owned institutions within the zone had domesticated or acted on the pact.
The Kano Zone comprises Ahmadu Bello University, Zaria; Bayero University, Kano; Kaduna State University; Kano University of Science and Technology, Wudil; Federal University Dutse; Northwest University, Kano; Sule Lamido University, Kafin Hausa; and the Federal University of Technology, Babura.
Ibrahim noted that the Federal Government had released funds to settle outstanding five month arrears covering salary components under the agreement, including the Consolidated Academic Tools Allowance, Professorial Secretariat Administrative Allowance and Earned Academic Allowance.
The union pointed out that several state universities elsewhere in the country had already adopted the agreement, citing Sa'adu Zungur University, Ekiti State University, Osun State University, Benue State University, Sokoto State University and Shehu Shagari University of Education as examples, making the inaction of Kano, Kaduna and Jigawa state governments particularly difficult to justify given their participation in the negotiations that culminated in the agreement's signing in December 2025.
"We therefore urge the governments of Kano, Kaduna and Jigawa states to immediately domesticate the agreement, settle outstanding entitlements and resolve pending issues affecting lecturers in their respective universities or risk industrial action," Ibrahim said.
ASUU also renewed its demand for the payment of withheld three and a half months' salaries, arguing that members continued to conduct research during the strike period and resumed duties immediately after the suspension of industrial action. The union additionally flagged delays in the remittance of third party deductions and pension contributions to the National Pension Commission, calling for the clearance of the backlog and regular remittances to Pension Fund Administrators.
The union appealed to parents, students, civil society organisations and the media to pressure the affected state governments to honour the agreement, warning that continued delays could jeopardise students' academic progress and disrupt higher education across the zone.
